No high income without computer

In California households with incomes of $80,000 or more, 97 percent use computers or have access to the Internet.
BAD HARDWARE: On the contrary, in poor Africa seems that only a 3% of people has computer or access to Internet.Is on a global scale lack of computer skills something that replaced colonial impact of illiteracy?
